In 1999, 18-year-old Taylor Knox turned himself in to the police after an altercation with his underage sister's older lover, Touch, which resulted in a vehicular accident leaving his sister, Nell, in a coma. Taylor was initially charged with assault and battery against Touch. Meanwhile, in Fleet Sands, 18-year-old Layan led the gang Husam al-Nu’man (Sword of Blood) and faced a shootout with the Faceless Riders gang, leading to a murder attempt by her boyfriend, Hamzah. Yara, another member of Husam al-Nu' man, saved Layan by killing Hamzah, and they both joined Yara's aunt Esma's program for young women called The Aspire Alliance.

In 2005, Taylor received a new attorney, Mr. DeMille, who appealed his case, adding a charge of vehicular manslaughter due to Nell's eventual death after five years in a coma. DeMille used Taylor's Cloak status, a result of the Garrison Nexus Event, to his advantage. In a flashback to 2004, Taylor's brother, Justice Knox, was involved in a rescue mission where he lost a secured prisoner during an ambush.

In the same year, Layan graduated from Paragon Techporium as Valedictorian under the alias Amira. She returned to Fleet Sands to assist Esma and took on the alias Rida as a Blue Dragon member, preparing to marry agent Rizq for cover. In a flashback to 2001, Esma met with Tahira, who was representing the Aspire Alliance, and gave her a package for Tahira's young girls group. Tahira later met with two men, Zafar/Rizq and Uday, to review building schematics but disappeared after the Garrison Nexus Event attack. She met with Esma to begin operation Intisar under Nur al Huda, with Esma now known as Rafi’ah.

In 2011, Taylor Knox, now known as Knox, was part of a Devil Dog Squad called the Pit Vipers. They were on a mission to find phantom troops (Rac Liberty missing troops). During their journey, they encountered an explosion caused by a homemade bomb cocktail hidden in roadkill. Two months later, a team member, Wolfhart, was abducted, and Knox and Ninks, his partner, fabricated a story to Alpha Master Kurtz during an interrogation. In reality, Wolfhart was abducted by two female members from Nur al Huda.
